Your Goal sounds great.

Before I start answering, do note that no matter how much you prepare and practice, there is still an uncertainty of 2–3 marks in any exam you give.

For the Class 9 Maths Syllabus , I will say this:

Practice, above all. The range of questions in class 9 is limited. With substantial practice, most question types will be internalized, and you wont have to think for most questions.
Use good reference books for problems (I mostly used RD Sharma)
Develop a good understanding of topics. It will help you with those challenging questions or derive formulae in the rare chance you forget
Be certain of all formulae from the NCERT. RD Sharma has many irrelevant things (for your exam), so don’t spend too much time on them (Going through them us still a good idea, if only to improve your understanding.)


Now, the topic which deserves special merit in this answer is Triangles:

This topic will be very important for your next 2 years.
It has the highest possible range of questions. No matter how much you practice, slight twists in the questions may leave you flummoxed.
You need a very good grasp on congruent triangles if you have any hope of tackling the more challenging questions (IMO (the main one) has questions deeply involving this.)
Seeing your goal, I assume you are prepared and are planning to do all this. However, what you really need to do develop EXAM SKILLS:

Giving exams is the difficult part. Regardless of your knowledge and practice, factors like time and pressure are the real demons to kill.
Develop READING skills(Gathering all relevant information from a question correctly)
Increase your calculation accuracy.
Give many mock tests to understand the system that works for you.
And in the end, Enjoy learning!
