If your the Prime Minister of India what measures would you take to tackle terrorism?

If I were the Prime Minister of India, the aim would be to provide education to my countrymen because no country can progress unless its citizens are educated.There should be no distinction and corruption in education. Terrorism is another major problem faced by our country.

i must have ask the army to make bombs and other tools not for attacking them but just for our safety that if they attacks us, we can save ourselves.
