Explanation:

Atomic number:

The number of protons in one atom of an element is known as atomic number of that element.

Atomic number of an element= number of protons in one atom of element

Atomic number of an element is equal to the number of electrons in a neutral atom of that element

The atomic number of an element tells us 2 things:

1. It tells us the number of protons in one atom of the element.

2. It tells us the number of electrons in 1 normal atom of the element.

The atomic number of an element is denoted by the letter Z.

________________________________________________________

Solution:

The symbol Z stands for the atomic number of an element.

Here Z= 3 , means that atomic number of this element is 3.

The electronic configuration of the element is 2,1 .

It has one electron in its outermost shell. So in this element, one atom of this element can loss 1 electron to achieve the nearest inert gas electron configuration.

Hence, the valency of the element is 1.

The element having atomic number 3 is lithium.

By Z=3, we mean that the Atomic number (Z) of element is 3. It's electronic configuration is 2,1. Hence, the valency of this element is 1 since outermost shell has only one electron. Therefore the element with Z=3 is Lithium.
