Fluorine is the most electronegative element in periodic table. Hence it can form bonds with noble gas configuration of Iodine and make If7 . whereas Chlorine, though, highly electronegative is not electronegative enough to form stable bonds with noble gas Iodine. Hence ICl7 don't exist

FLUORINE IS THE MOST ELECTRONEGATIVE ELEMENT IN THE PERIODIC TABLE. HENCE IT CAN FORM BONDS WITH NOBLE GAS CONFIGURATION OF IODINE (IF₇)

BUT CHLORINE, THOUGH HIGHLY ELECTRONEGATIVE, iS NOT HIGHLY ELECTRONEGATIVE ENOUGH TO FORM NOBLE GAS IODINE (ICL₇) ......and HENCE ICL₇ does not exist
