New tyres have new grips which enable to stop the vehicle once the brake is applied. Old tyres have few grips because most of them are worn out with due to time.

Less no. of grips in old tyres of Ravi reduces the frictional force between the tyres and the road which increases the chances of skidding in smooth wet road during rainy season. Hence, the answer is Ravi's old tyres.

Whereas Anand's new cycle have many grips and will increase the frictional force which is an advantage during the rainy season. It is because the tyres will grip the road at time when the brake is applied.
