Dry HCl doesn't disassociate H+ ions so it does change blue litmus to red.

where as aqueous solution of HCl disassociate H+ ions and it will turn in to red

This is because dry HCl do not ionise and hence,the solution doesnt show acidic character without getting desociated.

whereas dilute HCl change blue into red litmus because it gets ionise into H+ ions
