1) Max was another spy in the chapter. He was thin, tall and crafty. He had been hiding in Ausable's apartment with a gun in his hand. He had come there to take a secret report about missiles from Ausable, which was expected to be delivered to him.

2) Max entered Ausable's room to take a 'report' regarding the new missiles. It was the report that was to be delivered to Ausable that night. He did so by using a passkey to enter.
