Yes,I agree with the suggestion.

Because,

• The normal glass is transparent. That's why, the light rays can easily go through the normal glass.

• Unlike,the normal glass,the frosted glass is translucent. And that's why,the incoming light rays are scattered by the external surface of the frosted glass.

• In this way, the amount of the light rays that passes through the frosted glass is very less than the amount of light rays that passes through the normal glass.

• That's why, use of frosted glass is always right if someone wants to block the incoming light rays.
