Light is not visible by itself . It has to fall on something to make it illuminated , and then we can see. If there is no dust particle you can not see the beam , only you can see where it falls in the wall. Throw some dust in the air of the room , and quickly focus the light before the dust settles down , you will see the beam too … because they will fall on the dust particles .

It is limitations of our eye , that it sees this way.
