Atoms are electrically neutral because they contain equal quantities of positively charged protons and negatively charged electrons. Electrons and protons have equal but opposite charges, so the result is no net charge. Ions are atoms that have gained or lost electrons.

An atom is electrically neutral in normal state.

The core or nucleus of the atom is positively charged due to presence of protons and neutrons. Protons are positively charged while neutrons doesn't carry any charge.(There role is limited in being a part of the atomic mass).

Electrons , the negatively charged subatomic particles revolves in orbits around the nucleus. This way, opposite charges nullifies each other's effect. Making atom, electrically neutral.
