Metals are electropositive i.e. they tend to give away their valence electrons
to obtain the electric configuration like that of a noble gas.
Non-metals, on the other hand, are electronegative i.e. they tend to accept electrons to obtain the electric configuration like that of a noble gas.
Now, for an element with 3 valance electrons, it is easier to give away the 3 electrons rather than having to gain 5 electrons. The element is electropositive and thus a metal, which means there is no non-metal with 3 valance electrons.
Note: Metals can have 1, 2 or 3 valance electrons in its outermost shell. Non-metals can have 5, 6, 7 or eight valance electrons (most cases).
