There essentially is no chemical reaction between water and ammonia. It is often said to give NH4OH but if you look at the overall reaction:

H2O + NH3 >> NH4+ + OH- to see what direction the reaction would go in, you would either compare the acid strength of H2O (pka 15.7) and NH4+ (pka 9.24) or the base strength of NH3 and OH-. Either way the reaction would go to the left, to the weaker acid (H2O) or the weak base (NH3). Weak and weak do not make strong no matter what the bottle says. I mean there may be a few NH4+ and OH- floating around but not many.
