the politics takes place in a framework of a full presidential republic , whereby the president is the head of state and government as organized by the 2013 constitution . executive power is versted in both the government and Parliament.
the Zimbabwe constitution , initially from the Lancaster house agreement a few months before the 1980 elections, chaired by lord carrington , institutioalizes majority rule and protection of minority right.
