This depends on which definition of natural resources (generally it means anything that not human made that we need or use while economically it also means it needs to be “processed” into more complex objects/materials. So if generally I would pike out and go with the basics for life since without life there is no development.

So let's go the economic model. First I say Gold, with the concentration of wealth in portable form economics jumped from barter to trade and currency. Economies were established and trade flourished. Secondly I say timber as it was fuel/shelter/tools and even now is integral as it was when we first utilised fire.
