Explanation:

Population of a country is considered as human resource capital for the economy because land or physical capital is only useful with the help of a human. But it can become a liability for the economy of the country if not provided with adequate education and health. Illiterate people will not be able to create any contribution to the national income of the country. Nowadays technology plays a major role in daily life. If the illiterate person who does not know how to operate any technology is asked to deal with the technology, the productivity of the work will decline. An unhealthy person will not able to work as efficiently as a healthy person can do, the productivity, in this case, will also decline. That’s why Illiterate and unhealthy population are a liability for the economy.
