This describes the man who feels a weight on himself, that he had aged because of the long wait. He is such a person that he feels like there is a burden of an entire world on his back. This is said to show the extent of the burden he faces.
2-How God intends him to be
The aim of God is to make sure that this man feels that there is a superior being who controls all. The Almighty is questioned about the way HE wants this man to be treated. "How will the Future reckon with this Man? ", were the lines stating how the whirlwinds tend to shake on his command and how the world will shape this man into someone who feels the terror of Almighty.
