Images are formed in case of regular reflection.

We notice that we can see our reflection in a mirror or a very smooth surface. Angle of incident ray should be equal to the angle of reflected ray, and as the surface is straight, the incident rays and reflected rays get parallel to each other. (see image) So, they form a clear image of the object.

However on an irregular surface, we don't see any image forming. Because of of the irregularity of the surface the incident ray don't get parallel to each other, that's the reason we can't see any image forming on a rough surface.

Note that: According to the law of reflection, angle of incident ray should be equal to the angle of reflected ray, if we see the ray diagram of a rough surface we may think that it's not following the law of reflection, but each individual ray follows the law, which may not be clear because of the symmetrical shape of the surface.
