1 step towards the cliff = 1/3 (of cliff?)
Then if he takes three steps, he would still be at the third step (3/3)
So until he takes further steps (may God not do that ;-D) he will be on the edge of the cliff.
OR,
Theoretically or biologically he will fall down because he is right on the edge of the cliff and his cerebellum (part of brain) is affected by alcohol and he will not be able to balance.
