imagine if you are given the responsibility to change or solve a certain problem of your country which one should you do first and why?....plz....answer...this...question

If I had given the responsibility to change or solve certain of my country. I will first remove aarakshan. because which their is inequalities in the marks distribution process in the schools and colleges. For example :-  The general caste people will not get the job until they score above 75 % and if the OBC caste people will get the 50% and above they will get the job. So, because of aarakshan General Caste people or the mentally strong and capable people went to abroad like U.S.A. to get jobs and India does not able to get developed by world standards. There are something 32% Indians doctor in U.S.A.
So, it is a major problem by my view.
