One major effect to be seen will be that the north winds will strike India whole of the year...India will be coldest country then....Himalayas stand as a barrier against such winds...

I do not see that as a possibility.

I do hope you are aware of the Indian Plate and Eurasian Plate when Indian plate pushed itself in to the Eurasian plate, it partly crumpled and buckled up above the Indian plate but due to their low density/high buoyancy neither continental plate could be sub-ducted. This caused the continental crust to thicken due to folding and faulting by compressional forces pushing up the Himalaya and the Tibetan Plateau.

If the Indian plate was only half the size from the current size it can push and cause a himalaya simply because it does not have the land mass. But just for your question sake let us assume it is happened what would be the consequences of such a event. The current north india would be right where Tibet is so i would be a very cold place to live in, with very less farming and water body the vedic civilisation would cease to exist as we would be dependent on meat and less on farming probably we would be then the nomads similar to mongol and feared a lot or subjected to chinese rule.

The south will cease to exist as you it would end up string of islands with weird climate as it can be very cold and also rainy think about it it would higher from sea almost similar to current Himachal and would be hit bigger monsoon every year with bigger rivers system like indus, ganga, brahmaputra all sliding down to current south of india it would be real tough life for a civilization it might end up like a tourist destination for sure thanks to its weird climate and different eco system for water sports and action junkies.
