First off all, it's very important to know if the person is actually following you, or if you're just being paranoid. In case the person is following you, try not to make it seem like you've noticed them. If you're anywhere public and there are houses around you, don't be afraid to ring someone's bell and ask them if you can make a phone call. Call someone you trust, tell them your current location, and ask the person who's house you're at if you can stay there until someone arrives, and further explain your situation.
