We can help those puppies by giving food and shelter and take them to home.Give them a fist aid and nutritional food.We can take care of them till they get well and take them to a safe place and if you can make them your pet you can.

If I come across a puppy in the place where I am walking, I would not ignore it.
I will take in my hand and look around to find the shop where I can buy puppy food.
The food that is mostly loved by puppies is milk.
I will buy the milk packet and pour the milk in the container and let the hungry puppy fill its tummy.
After feeding, I would immediately rush it to the vet to get the injuries treated and then would leave in the safe place.
