Assuming that I get a clear majority, I would do the following.
Department of Justice : I will create an independent organization run by a group of prominent people who have exemplary record in human rights, social justice and deep belief in the idea of secular India to overlook misconduct of government officials including police. Politicians would have no authority in appointing the person. Eminent members of society who have stayed clean and unbiased would select the candidates and choose the line up.
Federal Police: This department will directly aid justice department. Elected government would have no control over it except to demand an enquiry if needed. Checks and balances would be kept to ensure they don't collude. This department will have three functions. a) Aid to DOJ (b) Major Crimes (Murder and Rape) (c) Police Brutality. Ideally I would like to spin off CBI and turn it into Federal Police.
Education : I would put more emphasis on designing a curriculum that creates all round individuals by the age of 18 (before they become eligible to vote). Instead of a rigid structure of taking a set subjects each year in a specific way. I would suggest to bring a system of picking a curriculum for students based on inputs from teachers, parents and consultants. I would make girl child education a priority.
Healthcare : I will extend the Mohalla Clinic model to all major cities and towns as quickly as possible. Basic healthcare in my opinion should be free. The second step would be to regulating the medical practice and drug companies to ensure fraudulent practices are stopped. The third step would be invest heavily in improving the existing infrastructure. I will look into existing health subsidies and health insurance and make them better. I will formulate a plan that is pro-poor. Because, lack of money should not lead to lack of medical care. It will be a slow process but the kind of will I have I think I can make significant progress.
Employment : Given the population, this would be a daunting task indeed. I will ensure that government is working at full capacity. All the required posts and positions will be filled without delay. The increase in police force across Central and federal level will be very high. We will try to reach the American levels. That would be our target. I will closely work with RBI to ensure that banks find enough money to finance small and medium businesses. We will also regulate lending rates to reflect sanity. I will put a performance target for elected MPs to ensure that they improve employment situation in their backyard. They will have to present a report card to public every three months. Much more will be done. It is a very complex process.
Agriculture : This has been ignored by all for a long time. Peacemeal approach will not work. I will create credit system for farmers to avail important resources for farming. These won't be loans but credit against various farm expenditures. This will ensure that credit would not be misused. There will be defaults but the money would not be misused at all. Will create Agriculture universities across the country. These universities will be required to conduct seminars at taluka level. Interested farmers will be informed about new things in agriculture and a lot more information. I will accelerate land reforms. For a brief period of 5 years we will furnish contracts to private contractors to measure the land banks available with farmers. This will take a lot of time and money, but we will solve a hell of disputes arising out of land ownership.
Foreign Policy : I will not indulge in dealing with foreign countries until the issues are of political or social nature. All economic activity and trade relations would be left to competent foreign officials. Of course, I will keep tab on misuse of power and gaurd the interest of Indians at any cost.
