Germany had just announced it was going to attack neutral ships that was in designated war zones. In 1917, Germany had sunk an American ship, aka the Lusitania, going from America to the British. It had supplies for the British, but there were many innocent people who also died on that ship. The Americans declared war on Germany on April 1917, which was towards the end of the war.
