A memorandum is a official notice. It is something the sender wants people to pay attention too. It is usually not legally binding, but if you get one from your Boss, he wants you to pay attention. Sometimes Unions and employers when the agree on an issue will issue a “memorandum of understanding”. Though not a legal document, it is a agreement of how things are going to be interpreted.
