The French, like the British, claimed they were bringing modern civilization to the
Vietnamese. They wanted to introduce modern ideas to the colony even if this meant destroying local cultures, religion and traditions as it was seen as outdated and prevented development. The French needed educated labour force but they faced many obstacles

The elites in Vietnam were influenced by the Chinese culture


The French had to dismantle the traditional system of education and establish French Schools for the Vietnamese

The policy makers felt that french should be the medium of education Others opposed it and suggested Vietnamese be taught in the lower classes and French in the higher classes

During colonization in Vietnam, French considered the Vietnamese as uncultured, backward and like Britishers took upon themselves t the responsibility of civilizing them and bringing modernization, though at the cost of their local culture and beliefs. Vietnamese were influenced by the Chinese, and to counter-effect, the French emphasized on teaching French. They started teaching Science, Hygiene and French besides other regular subjects in schools. Students were not only asked to study French, they were expected to sport western looks; for instance, they were required to have short hair which is against their culture.

There are unrest among the students as well as teachers. Only wealthy students could join expensive school. Only one third of the students could qualify school leaving exam which was designed on purpose since French did not want them to hold key jobs. Teachers were not in sync with what they taught, since they had to, they criticized the text or sometimes tried to advocate contrary to the text. 

Thus, the working of schools and  then education system instigated nationalism among Vietnamese.
