India's then Prime Minister, Lal Bahadur Shastri spent a day in Anand. He was so highly impressed by the milk cooperative that he told Dr Kurien: "This is what rural India should be like." On his return to Delhi, Shastri instructed the agriculture ministry to set up a board for milk production and appoint Kurien as its chairman. He accepted the job on the conditions that the headquarters of the board would be in Anand and he would draw money from the farmers and be independent of government control and consequently the National Dairy Development Board came into existence.
