The statement may or may not be true. If it's referring to system files, then the answer is of course yes.  Improperly editing system files surely can cause issues with your computer.

For instance, the hosts file if edited incorrectly can stop certain addresses from loading or may cause an abnormal behaviour.

However, if the files are not at all related to the Operating System, then it will not cause any issues with your system."
