Let the distance between p and q be 15 km. The man walks from p to q at the rate of 5 km/hr, so he takes 15/5 = 3 hours. While walking back from q to p, he walks at the rate of 3 km/hr, so he takes 15/3 = 5 hours. So in 8 hours he has covered 30 km. So his average speed of walking for the whole trip is 30/8 = 3.75 km/hr
