Warren Hastings' Judicial Plan of 1772 comprised of 37 legislation relating with civil and criminal laws. This was the first Anglo-Indian Code, developed through expertise and widespread observations. An effort was made to adapt it to the people's social etiquette and understandings, as well as the country's exigencies, while adhering as accurately as possible to their ancient utilizations and institutions. The goal was to preserve, as much as possible, the native magistracy and legal codes, both written and oral, to which the people had grown accustomed. The plan aimed to correct the flaws while preserving the traditions of the local systems.

In each district, a Mofussil  Nizamat Adalat was established for the trial of high crimes. This court was helped by a Kazi or Mufti and two Maulvies who propounded the law, while the Collector oversaw the proceedings in general. The court had complete authority to decide and punish all criminal cases, but it did not have the authority to impose the death penalty. In such cases, the court's decision was forwarded to Sadar Nizamat Adalat for approval, and then to the Nawab for sentence.
