zollverein is the Union of 39 German states formed by Napoleon but after his defeat at waterloo in 1815 , French leaders collected in city of Versailles to think of future of Europe they revert most of the changes made by Napoleon but zollverein remain unchanged because:
1. these small states ensure that in future no one can protest against bourbon family
2. these small states have their separate representatives so there is no chance that they gain power and rule like Napoleon.
