The foremost conference was assembled at the cal of Count Mikhail Nikolayevich Muravyov, who is the minister of overseas affairs of the Russian Tsar Nicholas II.  

According to his circular of 11th January 1899, the Count Muravyov planned some of the topics for better considerations.

It includes the limitation on armed force expansion, application of Geneva Convention Principles and revision of unratified Brussels Declaration.
