In 1932, Franklin D. Roosevelt was elected as the President of the United States. The American people were suffering from the economic Great Depression. President Roosevelt created a plan called the "New Deal" to help the country recover. The "New Deal" was a federal program to create jobs for the millions of people who were unemployed; however, the Supreme Court began overturning the programs because they said programs were unconstitutional and gave the executive branch and federal government too much authority. On February 5th, 1937, Roosevelt revealed a bill for Congress to increase the number of justices on the Supreme Court to fifteen. This meant he would be able to appoint six new justices to the court who would vote in favor of his "New Deal" programs. A Senate committee reviewed Roosevelt's bill, but decided against it.
