Downstream:

Distance = 1.5D

 Time = 3hrs.

To Find:

Speed of boat in still water, x

Solution:

Framing the above conditions into equations:

For Upstream:

 Time=\frac{Distance}{Boat Speed-Current Speed}

      3=\frac{D}{x-8}..............................(1)

For Downstream:

  Time =\frac{Distance}{Boat Sped + Current Speed}

     3=\frac{1.5D}{x+8}................................(2)

Solving eq(1) and eq(2), we get

x=40

Hence the speed of boat in still water is 40km/hr.
