I am going to just give the plots of the answer and you develop it.
Sir Ralph the Rover cuts the bell from the Inchcape rock due to jealousy, wickedness. He loots the wealth from the ship wrecks which crashes at the Inchcape rock. While returning to the shore of Scotland, there is thick haze and storm due to which they cannot see anything.Sir Ralph is confident that the area will become brighter once the moon shines with light. But they crash into the Inchcape Rock and Sir Ralph feels angry on himself. Therefore ending his life in the sea itself. Thus the story shows two morals:-
"Evil cannot go unpunished in the world" and "As you show, so shall you reap. Hope this helps you.
