Because a key ingredient was obviously missed.

Baking powder is a chemical leavening agent. The really short version is that it magically causes the cake to rise by the release of gas.

Basically it is a chemical way of inflating your cake like a balloon.

Not having this leavening agent will cause your cake to indeed be harder and smaller in size.

A basic gist is given here: What is the difference between baking powder and baking soda?

On a side note, the reason it may not have been added is because your baker was thinking of something else and wasn’t focused on the task at hand. If you knew that they had missed this step though, perhaps the encouraging thing to do would have been to remind them…

We can all be the leavening for each other. We can all take the heat off of the situation and turn it into something else. We don’t always need to be so “hard” on others and leave them feeling “small.”

Just a thought.
