(Toffee)A>(biscuit)B>(chocolate)C>(children)D

If D>2, then it will fail in the condition A>=5 as it comes to A<=4 only.

If D>3, then it will satisfy the condition A<=6 and A>=5.

Hence answer is minimum 3 Children.
