each bags contain 7 cat so number of cat =7×49 =343 cat
each cat have 7 small cats now total number of cats =343×7=2401

each cat have 4 legs so total legs =4×2401=9604 legs

but there is 7 people each having 2 legs so legs of people. =14
hence total number of legs =9604+14=9618 legs
