There are 2 types of reinforced concrete beams

Singly Reinforced: In a singly reinforced beam the steel is provided only in the tension zone of the beam.

For simply supported beams the tension zone lies in lower section and hence the reinforcement bars are used only in bottom section...

For cantilever beams the tension zone lies in the upper section and hence the reinforcement bars are provided in top section..

For cantilever beams the tension zone lies in the upper section and hence the reinforcement bars are provided in top section..

2) Doubly Reinforced Beam: The doubly reinforced beams are the beams in which reinforcements are provided in both the tension and compression zone. The doubly reinforced are most commonly used now-a-days.
