You see something when light bounces off that thing and into your eyes.
If you shine your face, light goes from torch to face to mirror to eyes.
If you shine the mirror, light goes from torch to mirror to face to mirror to eyes.
So shining on your face means one less bounce. Also, depending on the angle you shine it at the mirror, it might go off in some other direction and not hit your face. So, you wouldn't be able to see your face at all. The light coming from the mirror would make the light from your face look less brighter, even if it did hit your face directly.
