Because the democratic powers are divided into three sections to all people equally - Legislative, Executive, Judiciary. So, by gaining one or all powers even no one is the ultimate (permanent) winner. Thus, all are even equal under all these sections.

Because in democracy the leaders keep on changing the government changes after the election...so no one is an actual winner or loser
