1) elections held after a fixed tenure.
2) it depends on the citizens that whom they have to chose.
3) if people are not happy with their leader then they have the right to change him/her before the tenure.

Because if the old government does not work for welfare of people it would be changed. Moreover in democratic countries a government cannot work with stability unless opposition gets satisfied. People come in the talks of opposition and change government without thinking practically
