In democracy, one party only rules the country for a time limit of 5 years. Then the next elections are held and there is a chance that the party that won the last election might lose this time. The election are held between different parties and there is a fair chance for losing ( that is why the politicians go to people asking votes and some give fake promises and beg for votes).
Due to these reasons, it is said that there is no permanent winner or looser in a democratic form of government.
