In a democratic country, the social division is normal, and even considered as healthy, because a country which is democratic gives every citizen equal rights to keep there points of view in front. When situations arises that there are a lot of mixed culture present in democracy, then having separate social divisions shall be helpful.

By creating batches of same community of people, and one representing the whole community, and this seems to be healthy because there will increase the level of tolerance among the different communities present in the democracy.
