a. Democracy provides for a government based on the consent of the people.

b. A government which is elected by people and where leaders are empowered by the people to make laws on their behalf.

c. Thus, in  a democracy decisions, policies , laws must only be framed by leaders elected and not by any other organisation /group/person which probably has forcibly taken power.

d. We may give example, of Pakistan under General Musherraf, which could certainly not be regarded as a democracy.

e.​Democracy is about rule of the people where ultimate power rest with the people to elect their representatives to govern the country and make decisions.

Pakistan under General Musharraf could not be regarded as Democracy as it was a military dictatorship where the latter overthrew a democratically elected government in 1999 by staging a military coup. By declaring himself the chief executive and latter the President Genera Musharraf  in 2001 he vested the decision making powers.

 g.  In 2002 General Musharraf held parliamentary election or referendum which were not democratic as opposition parties were banned and the  referendum as reported was characterized by malpractice's to endorse his rule.

h. In 2002 General Musharraf amended the constitution that vested him with supreme authority and absolute power to dissolve national and provisional assemblies.

 i.The major decisions were taken by the military rulers and General Musharraf and not by the National assembly.
