When there is no cell division there will be no growth of embryo as we know in many cases cell growth is equal to cell number

The embryo or the zygote forms a number of cells from a single cell, this process is formed by mitosis (cell division), and after cell division the cell undergoes differentiation to for different organs.

In the case that this differentiation does not take place the cell will continuously keep dividing and form a mass of undifferentiated cells that cannot develop into a whole organism, rather it will remain as a tumour.
