Assume the total number of votes as x.

The winner got 65% of the votes. So the second candidate got 100%-65%=35% of the votes.

The margin, i.e. the difference between the two candidates is 15000 votes.

Putting this in equation form gives me

0.65x-0.35x =15000

Solving this gives me x= 15000/0.3 = 50,000 votes.

The total votes cast were 50,000. The winning candidate got 32,500 votes and the second candidate got 17,500 votes.

This, of course, works under the assumption that none of the votes cast were invalid.
