Our government makes policies to eradicate poverty and implements different measures to provide basic amenities to the poor. It's disheartening to see that the resources and aids don't reach the deserving people. The situation hasn't changed over the years.
Corruption right from the top to bottom has made our systems absolutely ineffective and inefficient. To benefit common people, it's desirable that people work honestly keeping national interests above personal interest.

In a famous speech the then Prime Minister of our country Mr. Rajiv Gandhi said that out of every rupee spent on the poor barely 15 paise reaches to them. He was talking about the leakage in administrative system of our country. The bribery and red tapism is very detrimental to our society. It is a well known fact that government releases a significant amount of funds towards various development schemes for the poor. But there are a lot of leakages in the system. Many years after the speech of Rajiv Gandhi planning commission of India chief Montek Singh Ahluwalia also reiterated regarding the leakages in the system. It is because of this reason that the benefits of schemes such as NREGA, Sarva Shiksha Abhiyan and Food Security bill are not yet reaching to the real beneficiary.
The situation has improved from what it used to be earlier. Various measures are taken by the government to ensure that the money is reaching where it is supposed to reach. Right to Information Act is proving really beneficial in this regards. Now the general public is made capable for asking regarding the allocation of funds and their utilization. Various social audits are in place at various check points of the social schemes to ensure that funds are delivered to poor. As the use of technology is increased, tracking of various transactions through unique identity numbers and PAN card allotted to individuals are proving very beneficial in this regards.
In the end we can conclude by mentioning that the situation regarding fund allocation and their utilization for the poor has bettered. Still a lot of room for improvement is there. If the government implements technological systems for tracking of funds, it will be able to ensure that 1 rupee sent is 1 rupee received by the poor of our nation.
