Concentration of chemicals will be most in and because they both eat insects. People mainly farmers spray insecticides and chemicals to kill all the insects in their crop fields but some insects adapts themselves with the surrounding so they have chemical content in their whole body.
As the frog and birds eat those insects they also chemicals inside their body. Therefore they have chemical concentration in their bodies.

Grass-----> Insects-------> Frog ----> Bird
Thus,the concentration of chemicals will be maximum in the bird (top carnivore)
