So,first of all we've to find 15% of 400

by

$\frac{15}{100} \times 400 \\ = 15 \times 4$

$= 60$

therefore 60 students were absent

now

400-60=340

340 students were present

out of it 34 didn't complete their Homework

we've to find what percentage of 340 is 34,by using

$\frac{34}{340} \times 100 \\ \frac{34}{34} \times 10 \\ 1 \times 10 = 10$

therefore 10% of the present students' didn't do their homework.
